Bradford man arraigned in rape case

GREENVILLE - A Bradford man faces a possible life sentence without parole after being indicted on multiple felony sex charges with a minor female child.

Chester L. Black, 54, appeared for an arraignment Wednesday morning on the 14-count indictment. A Grand Jury issued the indictment in November against Black that contains 12 counts of Sexual Battery, felonies of the third degree; and two counts of Rape, felonies of the first degree.

According to the indictment, Black allegedly committed the sexual acts against a close family member between November 2010 and November 2013. The victim was under the age of 13 during some of the offenses.

Darke County Common Pleas Court Judge Jonathan P. Hein ordered a previous bond of $7,500 be continued during Wednesday’s arraignment hearing. Black is currently on house arrest after posting the bond. He is being monitored by the Adult Probation Department to ensure he remains at an approved location at all times.

According to Jeremy Bohn, a Pre-trial Investigations Office with the Adult Probation Department, an ankle bracelet that Black is ordered to wear while on house arrest is equipped with a GPS feature that allows the department to always know his location and where he has traveled. It also has an alert feature that notifies the authorities if Black goes within a 2,500 foot radius of the victim’s residence.

Bohn told The Daily Advocate that since Black has no prior offenses he is considered low risk according to the Ohio Risk Assessment System (ORAS).

“I’ve never been in any trouble before. I guess I just made a mistake,” Black stated.

Black is scheduled for a pre-trial hearing Jan. 27 at 1:30 p.m. He faces a maximum of life without parole, plus 20 years and a $160,000 fine if convicted as charged. He is represented by local defense attorney Paul Wagner.
