FAIRBORN — The city will once again partner with a local counseling agency to continue the Fairborn Assessment Service Team (FAST) program.
The FAST program, established in 2009, creates a “fast-track” procedure for Fairborn Municipal Court clients to ensure timely entrance into services provided by TCN Behavioral Health Services. The program is located in Fairborn and provides staff members who are available after normal business hours.
“We’re actually hiring part-time personnel to help assist in assessing people who are employed who can’t make walk-in clinics due to time restraints,” said Chief Probation Officer David Boutwell. “We do sponsor TCN with a part-time person to help individuals who are indigent and can’t afford the counseling through the agency. Last year we provided 70 clients with assessments, case management and counseling.”
The City of Fairborn has received a request from TCN Behavioral Health Services to fund the FAST program referrals, not to exceed 624 hours of service, at a cost of $14,033.57. The funding for this contract would be provided by the Indigent Drive Alcohol Treatment Fund set forth in 4510.14D of the Ohio Revised Code.
“This comes from reinstatement fees from OVI offenders and this fund can only be used for alcohol and drug treatment and nothing further,” Boutwell said. “This about the same amount requested last year.”
City council unanimously approved the request Monday.
Boutwell also reported the statistics for the Greene Leaf Program the city participates in through the Greene County Jail for people that get convicted of offenses involving drugs and alcohol. Fairborn began using the six-month residential alcohol and drug treatment program in 2008.
“We’ve had 79 clients referred there and so far 51 have graduated from this program successfully,” Boutwell said. “There were 18 that were discharged and four that had to be removed from the program, so we’re looking at a 60 to 65 percent success rate.”
